HDC hired 131 new employees in run-up to election: Audit

The Housing Development Corporation (HDC) employed 131 employees in the run-up to the 2018 presidential election, according to an audit report.

In the Auditor General's Office's audit report on HDC for the period 2018-2018, it was noted that the company's board had decided to employ 131 employees during the 12-day period between September 9 and 20, 2018, right ahead of the presidential election. The audit report said it could not be verified whether the company's board decided to hire the employees because the company needed employees.

According to the audit report, the HDC did not publicly announce the recruitment of the employees. The recruitment mark sheets were not complete and the selection criteria were not detailed. The names and positions of the interviewers were not stated in the mark sheets, the audit said.

The HDC employee handbook states that background and reference checks are required before employees can be hired. However, the new recruits were not employed in that manner, the audit found.

It was also noted that 81 recruits had not submitted their application forms and profiles, while 131 recruits failed to submit their police reports. One hundred sixteen recruits did not submit their educational certificates to the HDC.
